2. RULES
The rules of the Rec.Sport.Soccer Player Of the Year vote are a modification
of the rules used by France Football for their Player of the Year award.
1. All valid votes have to submitted between the 10th of January at
00:00 MET (Mid European Time) and the 9th of February at midnight MET.
2. The vote, held each year, represents the calendar year which just
ended at the time of the vote.
3. Each vote must be sent to the vote-taker.
4. The above form must be completed entirely.
5. The vote should list five players in order. For each player,
include nationality and club(s) during 2002.
6. No more than two players of the same nationality are allowed.
7. A player needs to have been active during the preceding calendar year
to be eligible to vote for.

4. Comments of the President Some Reflections on the Vote ============================ Once again, the r.s.s voters have followed the verdict of France Football (and, indeed, all other worldwide elections) by bestowing the honour of best player of 2002 on Ronaldo, the first individual to win the r.s.s honour for the third time. (And, in fact, the only multiple winner to date.) His spectacular come-back eventually brought him points from enough voters to comfortably beat Brazilian and Madrid team mate Roberto Carlos, who became the first defender to reach second place in the vote since Paolo Maldini in 1995. In fact, like Maldini back then, Roberto Carlos obtained most first places in the vote (Maldini then had 11, compared to 10 for winner George Weah (as well as Kluivert and Klinsmann)). Exactly half of the 96 people who voted for Roberto Carlos put him in first place - but the number of 156 people ignoring him proved decisive. In fact, even winner Ronaldo failed to convince the larger half of the jury - only 123 (out of 252) people had him on the list, which resulted in the lowest ever points ratio for a winner (1.77, compared to 2.00 for Michael Owen last year, the previous record low - compare this to Marco van Basten's 3.51 in 1992 or also Rivaldo's 3.08 in 1999 and Ronaldo's own mark of 3.07 in 1997). By consequence, the number of players mustering at least 1 point per voter reached a record high, 6; the previous highest had been 5 in 1994. As was to be expected, the World Cup dominated the voting, with only Zidane breaking into the Brazilian/German phalanx at the top based on his club performances. However, only few other players got sizable recognition for their performances in the Far East - it would seem the voters have been less than impressed with the standard of play, given the relative negligence shown towards players from surprise teams like Turkey, South Korea, Senegal and the USA. The eventual top-10 crystallised fairly early in the vote (although the final placings, in particular in the top-5, remained open for a long time) and clearly deserve to be there. Unfortunately another record was set by a group of 11 Watford fans stretching all the way to Latvia, who propelled their favourite into 11th place (and a few other players in less spectacular positions), thereby outperforming last year's effort from Saudi Arabia. Clearly we'll have to start thinking of providing shortlists rather than keeping the vote open - though that would prevent feats like that of Marinette Pichon who became the first female player to attract two different voters (but still was not the best woman in the vote). Finally, a special mention to Dennis Bergkamp who capped a remarkable come-back by stretching his unique series of appearing in every RSS POY vote to 11 - thanks to no fewer than seven different voters who ensured he shared 42nd place together with, among others, Paraguayo José Saturnino Cardozo, who scored 50 domestic goals and was rewarded by 8 people (in contrast to the single voter rewarding his closest rival, Joaquín Botero, who scored 49 in the Bolivian league).
