England qualified as hosts of Final Tournament. Group winners of First
Category also qualify. Runners-up and two best third-placed teams play 
off for the remaining three places. Fifth-placed teams of First Category 
and Group winners and best runners-up of Second Category to play off for 
places in First Category in the next qualifying competition (for World
Cup 2007).

Promotion/Relegation Playoffs - cancelled as UEFA decided to discontinue
