To increase the number of teams to 14 at first level, a promotion tournament was played between Atlante and Marte
(lasts in 1954-55 in "primera división" season) and Cuautla, Zamora and Querétaro (2nd, 3rd and 4th in 
"segunda división" 1954-55 season).
