3 from the SISL (this distribution was decided just after the season had
finished!).  The 2000 season will start Mar 25.  The top-4 clubs after 18
rounds will play off for the title; the bottom club will play off against
the winners of the Federation/Regional Championship to remain in the top
division.   Bonus points will be awarded for scoring three or more goals
in one match *and* for winning by three or more goals.

    Wellington Olympic from the North Island Soccer League
    and Miramar Rangers B from Division Two.      
c - Raumati Hearts (as Kapiti Hearts) and Wainuiomata 
    moved to the Federation 5 (Capital) Division One along
    with Brooklyn Northern United, Wairarapa United and
    Victoria University (from Division One) and        
    Wellington United, Seatoun and Stop Out (from Division
    Two). Waikanae and Wellington Marist also joined (from
    the provincial leagues).
d - Western Rangers moved to a provincial league (Hawke's 
    Bay).
