Cuba withdrew for financial reasons: at the meeting to determine the group fixtures, Cuba first proposed to play all its
matches away (with the opponents bearing all expenses), but this proposal was rejected by the other participants.  Cuba
then proposed that the entire group be hosted in Mexico.  When this proposal was also rejected, Cuba withdrew.
