Central America and Caribbean:

Presumably Mexico, Cuba, and Bermuda qualified based on their positions in the 1982 Juegos
Centroamericanos y del Caribe. It is not clear how Guatemala qualified.


South America:

Venezuela qualified as hosts.
Brazil, Uruguay, and Argentina qualified as the top three teams in the 
1983 South American Youth Championship.  Bolivia (who were fourth) withdrew
and were replaced by Chile.

The original draw was:
