[-] Dynamos have complained about AmaZulu's use of Golding Dube in 5 matches
(vs Dynamos on Jul 27, vs Sundowns on Aug 3, vs Blue Swallows on Aug 10,
vs Wankie on Aug 17 and vs Motor Action on Sep 7) and demand a 15-point
deduction. This was thrown out on November 6.
[=] Motor Action occasionally play home matches in Mutare.
[*] on August 19, Dynamos were deducted 3 points for playing Edmore Mufema
on August 3 while the dispute on his ownership between them and Motor
Action was still before the appeals committee and Mufema was banned
from playing for Dynamos pending the appeal; on August 22 the appeals
committee ruled Mufema was a Dynamos player after he had paid back
(also on August 22) 5 million Zimbabwe dollars he had received from
Motor Action. Dynamos claim to have been told on September 10 they
would receive their 3 points back, but on September 19 the PSL ruled
that Mufema's playing in August 3 was illegal and the three points
are deducted. Meanwhile, a High Court judge, Tedious Karwi, ruled on
September 17 that Mufema had to revert to Motor Action. Dynamos went
to court to get the points back but lost a High Court case to that
effect on November 7. Mufema was suspended for four months and fined
    400.000 Zimbabwe dollars.

NB: originally 5 teams were to be relegated and 3 promoted, in order to
reduce league to 12 clubs, but on August 23 the ZIFA decided to only
relegate 3 clubs instead. However, on August 28, a High Court ruling
re-instated Zimbabwe Saints for the 2004 season following their
complaint on their relegation 2002; as they did not enter any of the
three division one leagues (whose champions are automatically promoted),
ZIFA are planning to have a 16-team league in 2004, with 3 teams going
down and 5 coming up: Zimbabwe Saints, the 3 Division One group winners
and the winners of a play-off between the 3 runners-up in Division One.

Topscorers:
17 Sageby Sandaka (AmaZulu)
16 Norman Komani (AmaZulu)
14 Mike Bingadadi (Motor Action)
13 Agent Sawu (Dynamos)

Promoted: Zimbabwe Saints (Bulawayo) (by High Court decision)
          Masvingo United (champions Eastern Region)
Eiffel Flats (Kadoma) (champions Northern Region)
          Railstars (Bulawayo) (champions Southern Region)
Kwekwe Cables (winners playoff, see below)

NB: following the relegation of both Air Force of Zimbabwe teams,
Chapungu United and Blue Swallows, it is likely that the Air
Force will relinquish the franchise of Blue Swallows, preferring
to operate only one Division One team next season.

Second Level 2003

Division One

NB: on August 28, a High Court ruling re-instated Zimbabwe Saints
for the 2004 season following their complaint on their relegation
2002; as they did not enter any of the three Division One leagues
(whose champions are automatically promoted), ZIFA reorganised
promotion such that all Division One runners-up enter a play-off
(together with PSL's 12th placed team) for an additional place
    in PSL.
